Ra1 (White Rook moves from a8 to a1).
Black move 1.
bxa1=Q (Black Pawn on b1 takes the White Rook on a1 and becomes a Black Queen).
White move 2.
Qb7# (mate) (White Queen moves from b1 to b8 and black is in checkmate).
